African Tech Leaders in China: A Maintained Reference

The resource did not exist, so I built it. Who is actually here, which five cities hold them, how people arrive and what the work is, plus a named list kept short because every entry needs a public source.

The search result for this phrase is empty. Type it and you get listicles of founders in Lagos and Nairobi, a few press releases about Chinese companies expanding into African markets and nothing at all about the people this page is named for. The demand is real and it is unmet. Journalists writing about Africa and China look for a name who is not a head of state. Nigerian students holding admission letters for Hangzhou want to know who has done it before them. Founders passing through Shenzhen for factory visits want to find someone already working there. In every one of those cases there is nothing public to link to.

So this is the reference I would have wanted when I landed in Hangzhou in 2018 on a Chinese Government Scholarship, knowing no Mandarin and nobody in the country. It describes the population honestly, names the cities that hold it, sets out the routes people take in and says what the work actually is at each stage. It ends with a list of named people. That list is short, and the reason it is short is probably the most useful thing on the page.

One rule governs the list. A person appears only when a public source that anyone can open says what I say about them. No guessed titles, no inferred employers, no names lifted from a group chat. Two further constraints keep it small. Many of the strongest engineers in this population are contractually barred from being named in public alongside their work, which rules out most of the people I would most want to include. Several other profiles I would use sit behind logins or in Chinese-language coverage I have not been able to confirm myself. A list of one that is accurate is more citable than a list of thirty that gets a detail wrong about a real person.

Who is actually here

Two words in the title need loosening before any of the numbers make sense. Africans in China is a category that puts a Ghanaian PhD student in Beijing in the same bucket as a Congolese trader who has lived in Guangzhou for fifteen years. Tech covers both a machine learning researcher and someone who can tell a good bill of materials from a bad one by touch. I use both terms loosely on purpose, because the narrow readings produce a population of a few hundred people and miss the interesting parts.

Students are the largest group and almost everyone else started as one. Figures compiled by the CSIS China Power project from Chinese ministry data show African students in China rising from 1,793 in 2003 to 61,594 in 2016. In that 2016 count the largest national groups were Ghana with 5,552, Nigeria with 4,746 and Tanzania with 3,520. Engineering, computer science and medicine dominate the subject mix. Post-2019 figures are patchy, and the numbers that circulate tend to mix degree enrolment with short language programmes.

Salaried engineers are a far smaller group and I have never seen a credible count of them. They sit in Chinese platform companies, in the China offices of foreign firms and increasingly in hardware and supply chain roles where the job is quality, sourcing or test rather than writing application code. In eight years I have met perhaps forty Africans doing engineering work inside Chinese companies at a level where they own a system end to end. That is an anecdote and I offer it as one.

Traders are the oldest and probably the largest working population, and they are almost entirely absent from anything that calls itself tech. Sourcing consumer electronics is technical work. Knowing which Huaqiangbei stall sells a genuine part, reading a factory test report properly and catching a component substitution before a container ships are skills that take years to build. In Yiwu in 2010, roughly 70 per cent of the city's 11,000 foreign residents came from the Middle East and North Africa, and more than 200,000 traders from those regions visited the city each year.

Researchers and postgraduates are the fifth group, concentrated in Beijing and in the university cities, some of them inside Chinese AI labs. Their output is public in a way that ordinary engineering work never is, which is exactly why a search on this topic surfaces academics more readily than practitioners.

Counting any of this is harder than it should be. Guangzhou is the only city with something resembling a public series, and even that is contested. Registered African residents there peaked at roughly 16,000 in 2014 and stood at about 4,553 in 2020 according to Guangzhou Public Security Bureau data, while an earlier estimate by the scholar Adams Bodomo of more than 500,000 Africans across China has been widely criticised as far too high. The figures also count different things. A registered resident and a trader on a thirty-day visa are not the same person in the statistics, even when they are doing the same work.

Five cities, and what each one selects for

Hangzhou is where a lot of engineers start, because the universities take large scholarship intakes and the platform companies hire out of them. The work is e-commerce, payments and large-scale backend. Living costs sit below Beijing and Shenzhen. District governments run talent recognition schemes that make the administrative side of employing a foreigner less painful for the company, which matters far more than it sounds. Hangzhou is a good place to become an engineer and a harder place to stay one, because the ceiling arrives sooner than it does in the bigger two.

Shenzhen selects for anyone whose work touches a physical object. The factories are inside a two-hour drive, the component market is a subway ride away, and a hardware iteration that would take six weeks elsewhere takes eight days. It is also the one city where the trading population and the engineering population actually meet, usually because an engineer needs a part and a trader knows who has it in stock. I moved here for that adjacency and it is the single largest professional advantage I have.

Guangzhou holds the oldest African community in China and the trade came first. Xiaobei and Sanyuanli carry thirty years of accumulated infrastructure: forwarding agents, interpreters, places of worship and the informal credit that makes small trade possible. A newcomer can function there in week one in a way that is not possible anywhere else in the country. Very little of it is technology and a great deal of it is the commerce that technology depends on.

Beijing is where the work is papers, policy and the state. Embassies, the continental organisations, the big research universities and the labs attached to them. If your career runs through publication or through government relations, it is the only serious option. If it runs through shipping product, it is an expensive detour.

Yiwu is trade with almost nothing else attached. The International Trade City is the largest wholesale market on earth for small commodities, and the community there is built around sourcing, consolidation and shipping rather than around building anything. People underrate it badly. The logistics knowledge held in that city is a genuine technical asset and hardly any of it has ever been written down.

These five are not interchangeable and moving between them is expensive. It costs you your network, and in this population the network is most of what you have.

The routes in

Five routes account for nearly everyone I know.

The Chinese Government Scholarship is the most common one among engineers, because it removes the two barriers that stop people before they start: money and the visa. It covers tuition, pays a stipend and usually includes a language year. What it does not guarantee is the city you asked for, because you list a small number of university preferences and the placement decision is not yours, and the city you end up in shapes the following decade more than the degree does.

Self-funded or university-funded postgraduate study is the second route and it has grown as Chinese universities expanded their English-taught masters programmes. Company transfer is the third and the rarest, and it is by some distance the most comfortable, because the employer handles the permit and you arrive with a salary and at least one colleague. Trade is the fourth and the oldest, and it usually begins with a short visa and a suitcase. Family is the fifth, and the people who arrive that way are the most likely to still be here in twenty years.

Then comes the part nobody warns you about. Converting a student visa into a work permit means being assessed under China's tiered foreigner work permit system, which scores education, salary, Chinese language ability and age before sorting applicants into categories that determine how easy everything after that will be. The permit is tied to a specific employer, so changing jobs means redoing the paperwork and planning around a gap. The administrative burden sits with the company rather than with you, which produces a perverse result: the smaller and more interesting employers are usually the ones who say no, because nobody in their HR department has done it before. Permanent residency exists and is rare enough that most people never seriously plan around it.

What the work is, stage by stage

As a student your coursework may be in English and your life is not. Paid internships need your university’s approval and an endorsement on your residence permit, which is slow enough that most students never get one, so the people who convert successfully are the ones who build something visible on their own time and learn enough Mandarin to survive a technical meeting. Language is the whole game at this stage and most people underinvest in it, because the coursework does not force them to.

The first engineering job usually comes through demonstration rather than credentials, because a Chinese hiring manager has no reliable way to read a Nigerian or Kenyan university on a CV. Frontend is the common entry point for a plain reason: the output is visible in a browser and nobody has to take your word for it. I moved from frontend into fullstack work and then into a senior engineering role faster than is normal, and I want to be careful about how that reads. It happened because the team was short-handed, the codebase was small enough that I could hold all of it in my head, and I said yes to work outside my title for a year. It is not a schedule anyone should expect.

Seniority turns the job into review, design documents and argument. That is the point where Mandarin stops being a useful extra. Technical Mandarin is a separate skill from conversational Mandarin, and passing HSK 6 did not stop me losing a design argument about database indexing because I could not interrupt quickly enough in a fast meeting. That specific gap, the speed of spoken disagreement, is the hardest thing described on this page. The only fix I have found is preparing a written position before the meeting, so the argument is already on the table before anyone starts talking over it.

After that the paths fork. Some people move into sourcing and buyer-side technical work, where the engineering knowledge is worth more outside a company than it was inside one. Some found businesses, almost always cross-border. Some take on community roles. I run the Nigerians in Shenzhen Association and founded the Shenzhen Afro-Tech Forum, and I will say plainly that it is real work, that it is unpaid and that it competes directly with the hours that would otherwise go into engineering.

The list, and why it has one entry

The named list on this page currently holds one person and that person is me. I am aware of how that looks on a page with this title, so here is the reasoning in full.

I include someone only when I can open a public source and read what it says: press coverage, an organisation's own statement of who holds an office, a university staff page. My own entry meets that standard because a national newspaper has written about the community role and separate technology press has covered the hackathon result. I did not include the twenty or so people I could describe accurately from personal knowledge, because personal knowledge is not a citation, and a page whose entire purpose is being trustworthy enough to quote cannot rest on it.

The second reason is contractual. A large share of Africans doing serious engineering in China work under agreements that do not permit them to be named in public alongside their employer or their projects. That is ordinary in Chinese technology and there is nothing sinister in it. It does mean the most accomplished people in this population are structurally invisible, and any list assembled from public sources will systematically miss them.

The list is open and maintained. An entry gets added when a public source exists for it, and corrections to anything on this page are welcome as long as a source comes with them.

Where leadership is the wrong word

The phrase this page is named for is the phrase people search, and it is a poor description of the thing itself. Leadership implies an org chart. The reality for most Africans in Chinese technology is individual contribution, frequently as the only African in the building. Being the only one in the room is a demographic fact rather than a rank, and treating it as an achievement quietly lowers the bar for everyone it describes.

Visibility here is also badly distributed. It goes to people who write in English, hold a community office or win something that photographs well. I have all three, which is precisely why I am cautious about it. It does not go to the woman running a component sourcing operation out of Guangzhou who moves more value in a quarter than most engineers here will handle in a career, because her work produces no press release and no conference slide. Any list built the way this one is built will over-represent the visible and under-represent the consequential.

There is a harder history that a page like this should not skip. In April 2020, Africans in Guangzhou were widely reported to have faced forced testing, eviction from housing and refusal of service during the early pandemic response, drawing formal responses from African governments. That episode changed how many people in this population think about their long-term position in the country, and it sits underneath every conversation about community that has happened since.

Then there is survivorship. Everyone described on this page stayed. The people for whom it did not work went home, and their experience is recorded nowhere, including here. A reference resource that only documents the people who made it is describing a filtered sample, and it should say so on the page rather than in a footnote.

How this page is maintained

This page is reviewed at least twice a year. Population figures get replaced when better published data appears, and the source that the figure was taken from is named in the source list, so that a reader can trace the number back and disagree with my reading of it.

Three things will never be added: a name without a public source, an employer that the person has not disclosed themselves and any claim about someone's achievements that I cannot open and read for myself. If that keeps the list at a single entry for another year, it stays at a single entry.

The most useful thing anyone can contribute to this page is a citation. If you know of an African engineer, founder, researcher or trader in China whose work is documented somewhere public, that document is what turns a name I cannot use into an entry I can.

Why does the named list on this page have so few entries?
